HMDA vs DTCP Approval for Open Plots: What Actually Matters

Both approvals are legitimate, but they differ in jurisdiction, layout norms and resale liquidity. Here is how to read a plot layout approval correctly.
Every plot advertisement in Telangana and Andhra Pradesh leads with an approval name. Understanding the difference protects your investment.
HMDA approval applies to layouts inside the Hyderabad Metropolitan Development Authority limits, an area of roughly 7,200 sq km. HMDA layout permission requires 10 percent open space handover, mandated road widths, underground drainage provision and a mortgage of a portion of plots until development works are completed.
DTCP approval is granted by the Directorate of Town and Country Planning for layouts outside metropolitan authority limits. Norms are broadly similar but enforcement and infrastructure expectations vary by district.
What to verify in either case. Ask for the LP number and check it on the authority portal. Confirm your specific plot number appears in the approved layout plan, not just the layout as a whole. Check whether your plot is one of the mortgaged plots; those cannot be registered until released.
Red flags. Phrases such as approval applied for, approval in process, or panchayat approved are not layout approvals. Farm land sold as plots without conversion from agricultural use cannot be regularised easily.
Resale liquidity is consistently better for HMDA layouts inside the ORR growth corridors, and banks lend more readily against them.
